Plans and Programs oversee all aspects of planning, coordination and execution of Combat Readiness Training Center (CRTC), Gulfport, Mississippi exercise programs including Joint Exercise Life Cycle (JELC) planning events.
Training supported by the Plans and Programs section, each year, include 17 Joint National Training Capability (JNTC) exercises and four Special Warfare Airmen Center (SWAC) exercises. SWAC exercises are designed to train Air National Guard Combat Controllers, Para-Rescue, Special Reconnaissance, Tactical Air Control Party (TACP) and Joint Terminal Air Controller (JTAC) Airmen, while JNTC exercises integrate personnel that participate in JNTC exercises with a larger, joint, multinational, conventional, and special operations forces to allow for advanced training.
Plans and Programs executes the Joint Training Cycle to plan all CRTC Gulfport exercises from inception to execution; to include: the planning schedule, development of exercise related databases, implementation of doctrine, coordination with government and non-government agencies, creation of exercises timelines, coordination of modeling and simulation, development of Plans of Action and Milestones (POA&M), scenario creation, integration of lessons learned, After Action Reports (AARs), synchronization, de-confliction, battle-space management, subject matter expertise, integration of opposition and situational forces, coordination of Realistic Military Targets (RMTs), range scheduling, and script management.
- Development of After Action Reports to document training, in order to, keep effective training and improve areas to improve training.
- Through expert knowledge, produce and execute Special Operation Forces (SOF) and other coalition force exercises scenarios, modeling and joint Master Scenario Event List (MSEL) events designed to stimulate integration, synchronization, de-confliction and battle-space management at all levels.
- Provide subject matter expertise to support the research, development and promulgation of official correspondence such as policy letters, operation orders, exercise directives, and coordinating instructions.
- Participate as role players or command and control level staff positions of higher to increase the realism of exercises.
- Plan, coordinate, and execute the integration of Opposition Forces (OPFOR) players, Situational Forces (SITFOR) players, and Realistic Military Targets (RMTs) into exercises.
- Schedule ranges via Range Facility Management Support System (RFMSS) in support of exercise.
- Coordinate SOF Operation Plans with Intel and Scriptwriters for integration into the overall scenario.
